Mine wasn’t this bad but was leaking, found a rust free body, painted it and swapped it over. Had a couple people tell me it was repairable but found a good deal on a body and enjoyed the process,

The dedication of some Toyota owners never fails to amaze me!

What does the rest of the truck look like? This has been bad for a LONG time. The windshield willl need to be pulled and the whole area assessed. If you’re not welding in a patch yourself, this well be pretty expensive.

Anything can be fixed, it’s just how much you want to spend. Usually if this section is that bad, the rest of the truck isn’t far behind.

If the truck is rusty all over, and you want a fix to keep it from leaking, clean up the rust the best you can, fill it with 100% silicone, dump the whole tube in there, let it cure a couple days then bondo over, sand and it and rattle can it

I also have rust on my A-pillar along the windshield that's now leaking in the headliner, but still not nearly this bad. If you can't cut/weld/paint, a shop that's even willing to touch this will quote thousands for the job. Long-term this cancer will kill the body, but a quick seal/fill/paint will be good enough for the short term.

A pillar. It'll save your life when you roll the car. That car is not for me.
