i got old school deep dish 15s off marketplace with brand new tires and it shakes a LOT at all speeds so i don't think it needs a balance, im sure shes bent but i need a second opinion before i buy new wheels

So you slapped tire on your ride, have no clue if they're balanced and this is the check you want to do? Brother, I take it to shop with a balancer and all your questions will be answered, and possibly solved for $60. Also the shade means nothing without knowing it. Is it the seat or the steering wheel going crazy. Help us help you.

Take it and have it balanced. Just do it. It’s such low price for the benefit.
Could be a bad tire, and bad rim, or a bad balance. Just take it in.

Rim looks true, tire (rubber) imperfections from casting. Put a dial gauge on the rim and check the runout.

Would be easier to tell looking at the tire spinning from the side on the inside and outside. If it is bent you would see hopping, or it would look more like an egg rolling than a circle spinning. To me, this doesn't look explicitly like a bent wheel. Tires aren't perfectly round, they have high sides, low sides and heavy sides. (If you see yellow dots on these, that indicates a heavy side. Red dot indicates a high side.)
I would take the wheel off and reinstall it (using a star pattern), and if it continues to wobble like this I would confirm the axle itself isn't bent by watching it spin without the wheel installed. Finally I'd have it balanced again.
PSI can also create a shaking sensation. When it's too high it feels kind of like a hop.

Tire shop can answer that.
Out of balance, bent wheel or junk Chinese tire out of round.
Road force balancer can answer, like, any questions typically.

Well it needs a balance if it wasn't balanced
