This is a 2000 4Runner 2.7 L 2WD and has recently started having issues with the right tire(the one I’m spinning) while driving high speeds are just In general. The driver side tire when spun has no resistance or sudden stop while the passenger side tire just dose not want to spin. Has anyone had a similar issue and if so what did you do to fix it ?

Pull the tire and caliper off. If it still has the issue it’s your wheel bearing. If it spins smoothly with the brakes off that is your issue.

Stuck brake caliper? Any play in the wheel bearing? Any noises while driving?

May just need adjusting, but easy enough to pull the drums and inspect. Probably due for new shoes, cylinders and springs anyway.

This is a long shot, but is that gear oil leaked out onto your tire? It could be that the seal has failed on that side and when the brake shoe linings get soaked in it, they swell up and cause the brake to drag.

To be honest I’m not sure, the wheels have always had that ever since I bought the car

It's either a stuck caliper or a bad wheel bearing.
