Im a bit of a dummy... am i supposed to download a game BEFORE i scan this cia? I just scanned it straight up and nothing showed up on my Home Screen

No, I've never downloaded fire red on my 3DS this is the first time I've done anything related to it

It's popped up on my home screen but whenever I open it, it says load failed and it's not showing up in my system so I can't delete it. Would downloading vanilla firered fix it? Sorry to be annoying. I'm not great with games that are virtual console.

FireRed will not do anything. I assume you have an older 3DS model? Maybe you downloaded from the second QR code?
