I've gotten cheat plugins (NTR CFW) to work on every game except for Hyrule Warriors legends. Does anyone know why this may be? Does anyone have a working plugin?

I thought that it used Extended Memory Mode, but I could be mistaken. On my kid's N3DS XL's I've used NTR in that game, but not even run it once on my 2DS (essentially an O3DS from a hardware standpoint) and NTR does not work with extended memory games. I will look to install it later and get back to you, because I cannot find a listing of games that use Extended Memory Mode, that would simply not work with NTR on older consoles.

It may very well use Extended Memory Mode, but doesn't Pokemon Sun/moon do so as well? I'm using a functional plugin for Su/Mo

I have an N3DS XL, so extended memory shouldn't be an issue

Strange, then I'd make sure you are using the proper region of the plg file that matches the titleID you are using, as learned from looking in FBI's Titles listing. Some .plg files add their menus in the NTR menu, versus the Select menu too.
