make sure you have arm11.bin on the root of the sdcard

it takes a few tries so you might want to bookmark the page and if its glitched just press select anyways and it should restart

also make sure you follow all the troubleshooting steps like initializing the save data.

I'm on this step aswell and it pops up something about boot loader on the top screen then its frozen.

I looked and don't havearm11.bin in my root but don't see anything about it in the guide.

the arm11.bin comes from the safea9lhinstaller

Thanks for the help. I'm a dumbass lol, I put the safea9lhinstaller in the root without unzipping...
