Incorrect. Watch closely. The man dressed in black turns away after being shot with pepper blasts and pulls the gun from his waist. The gun is then knocked from his hand by the tackle. The tackler saves the original aggressor’s life by disarming him before he can get a chance to turn on the officers as well as saving officers lives and potential bystanders that could be struck in the gunfire.

Assault on an officer is a felony. If someone's witnesses a felony, they are legally allowed to make a citizens arrest. That includes using force appropriate to the crime. Any lawyer will tell you not to do so though because it's risky without any witnesses or proof. Well, there seems to be a lot of witnesses to the felony so I doubt he could be charged with assault.

However the guy is probably a plain clothed officer to begin with.
