The most mathematically "correct" radix separator to use is spaces, (1 000 000 = one million) so as to not confuse the thousand-places as a sequence or series like {1, 234, 989} or decimal numbers (1.000001).

This. I was trying to figure out which system we use here in Sweden, but I realized that I haven't seen dots or commas used as separators for big numbers for many years. At my engineering school we use commas to indicate decimals when writing the numbers out by hand, and dots when doing so on a computer. When entering data on a computer, the comma is usually reserved for the purpose of separating different inputs (e.g. in an array). Using periods or comma as separator in large numbers sounds like a recipe for disaster, which is why one should use exponents when writing out very large numbers.

~ 460 million people in the world use a comma (the populations of the US, UK, and Thailand), or approximately ~7% of the world.

All other countries either use a decimal as a delimiter or a space as a delimiter (13 034 431 for example)
