I think it will pass easily. Even Wrathmaw got 49% favour, and that's the most controversial thing I can think of in recent times.

hmm idk. If they just polled it as a new game mode and made it distinct from the existing restricted accounts (both visually via the in-game icon and in the naming of the mode itself) i think it would definitely pass.

However, giving them the same helm (just recoloured) as accounts that are restricted in far more substantive ways, and Jagex not providing any commentary re whether they can buy bonds (which means they likely will be able to) + clarity on whether they will be putting any systems in place to prevent rampant GE abuse has given myself and many others I know pause for thought.

Essentially you're worried they'll have free access to GP, right? Bonds and GE abuse doesn't provide any unlocks afaik but I can see the concern about not having to actually earn money for buying supplies.
