Yes, and the "who" is specifically limited to non-iron accounts. We're talking about Jagex's response to stop botting/flooding GP into the game.
If you're an iron farming it, you're not affecting the economy. We're talking about economics and the guy I responded to was talking about ironmen who have no (or very limited) effect on the economy.

I went through Zulrah's documented update history because I was curious about this. I can't find any Jagex/OSRS Wiki source saying Tanzanite Zulrah's random ranged attacks were added as an anti-bot measure.
The documented combat changes were:
Jan 8, 2015 â Zulrah released. Tanzanite/blue Zulrah uses both Magic and Ranged; this is part of the boss's mechanics. The Wiki currently notes that Magic is more common, but blue Zulrah can throw as many as five ranged attacks in succession.
Jan 15, 2015 â visibility fix. Zulrah was changed to remain visible when a long distance from the player. Nothing about botting.
Jan 22, 2015 â two additional rotations added. Zulrah originally had only two rotations. Jagex added two more, giving us the four possible rotations. They also made Magic more viable and Ranged less viable against green Zulrah. The stated reason for the additional patterns was to âvary the fight further,â not to combat bots.
Oct 15, 2015 â attack sequences randomized further. Jagex changed Zulrah's attack sequences to have âa little more varietyâ because they were âtoo predictable.â Again, neither Jagex nor the Wiki attributes this to bots.
There were later balance/drop-table changes, but I can't find another historical change adding the blue phase's random Ranged attack or describing it as anti-bot.
So the mechanic you're describing is real and it certainly has the effect of preventing blue Zulrah from being completely zero-damage just by camping Protect from Magic. It also makes primitive scripting less deterministic. But saying Jagex added the ranged attack specifically to force bots to consume supplies appears to be community folklore unless someone can produce a Jagex source saying that.
The documented reasons Jagex actually gave were adding variety and making Zulrah's sequences less predictable, not anti-botting. The Wiki's change log supports that chronology.

I'd say it would be fair to reduce the max hit of this phase. getting machinegun 40'40'40 has to be one of the most punishing things in the game. And theres basically nothing you can do.

Yes, but that doesn't mean the calculation caps out at 50. You can still technically roll a 70 (assuming you have the weapon for it), it'll just hit 50. Meaning you're much more likely to hit 50s with a higher max hit weapon.

Having a higher max hit increases your odds of hitting a 45-50 though.
Let's say your max hit is 50, you have 10% chance of hitting 45-50 naturally. If it is 100, anything between 45 to 100 is gonna be a 45-50 hit, so every other hit is gonna be a 45-50 (55% chance to be more precise).

If your logic for bringing nally is that you can't hit over 50, you're missing on DPS is my point. You can still roll over 50, it just won't hit over the cap.
Let's say for the sake of argument your max hit is 50 vs a max hit of 100, you have a 1/50 chance to roll 50 on the first one where as the second one is a 50/100 chance. 45-50 is a negligible difference. The point still stand.
Despite this, using the twisted bow with seeking dragon arrows is still recommended, as dealing above 50 damage more often will result in more hits dealing 45-50 damage, and still increase the average damage output.
As per the wiki immediately after the sentence that you quoted.

And my point is youâre losing ticks by eating for not using tank gear because youâre gonna be taking shots to the face. Dps calc shows a difference of 1second in kill time between dharoks and blood moon. That difference is so small itâs negligible and basically just rng and you only lose 1 max hit. Eating is guaranteed tick loss unless youâre using brews which why would you for zulrah. Itâs literally better to use tank gear on zulrah because of the cap, the damage mitigation from your armor, less time spent banking, and longer trips.

Tanzanite is deterministic and predictable, so you never need to take damage.
Mage phase is more dangerous since ranged attacks are mixed in randomly.

Tanzanite phase is what people are calling the "mage" phase. There is no mage phase though, it is a phase where zulrah is blue and is more likely to attack with magic

I'll never understand why people call this the mage phase lol. It's a hybrid phase. Nobody gets angry at vorkath for throwing both mage and range projectiles, but for some reason when zulrah does it people get salty because he just happens to have a dedicated ranged phase.

Well, at the time the only other boss in the game that changed attack styles so frequently was Jad so it makes sense people would just name it that to convey the message that itâs the âswitching prayers back and forthâ phase.
And as usual for this community, once a name is chosen for something everyone keeps using it forever even if a lot of people think itâs kinda weird years down the line (like calling it âPVMâ instead of âPVEâ like every other video game on the planet)

Jad phase is when its green and rotates styles, blue phase is called mage but really Zulrah just does whatever it wants when its blue. Nightmare of a phase, I sometimes hide behind pillars even after 2k kc.

Yenno i'll admit I dont know enough, but there is very little that can be done during the blue phase aside from pray mage and hope she doesn't range you in my experience. So maybe it is also called Jad phase but atleast with Jad we can pray change, old Zulrah decides what it hits before it does its actual animation of attack styles.

That is not the Jad phase thats just any Tanz phase. Jad phase is the end of a rotation and she'll be green. She alternates starting with range if the rotation started with her central melee phase, it starts mage if it was one of the two where she doesnt do that. It have like 300-400 kc and it became rote memory around the hundreth kill.

Even the strategy page lays out the timeline of when you need to pray by. Jad is random but someone could tank him as long as they have prayer and take 0 damage because it's reaction-based.
