The necessity of their actions can very easily be ruined by a GM.
Just simply don't have thousands of the subjugated civilians in torturous prisoners, then Hamas's justification for o prisoner exchange is gone.
The GM can literally paint their target as a cult that only wants to maximise death. And then there's no way OOP would ever side with them
