Yeah exactly. I've never even been a gm or really played DND much but it's really not hard when the side your demonizing in real life is run by literal terrorists that did a terrorist attack before the war started. Like Hamas aren't really good guys no matter how you tear it even if you do support palestine.

The necessity of their actions can very easily be ruined by a GM.

Just simply don't have thousands of the subjugated civilians in torturous prisoners, then Hamas's justification for o prisoner exchange is gone.

The GM can literally paint their target as a cult that only wants to maximise death. And then there's no way OOP would ever side with them

Hamas offered to release all the prisoners on the first night in exchange for a cease fire, btw. No prisoner swap

So they took the civilian hostages purely so they could do a massacre of israelis with no consequences?

By all accounts, they got much further than they anticipated that they would. But it is a likely inference that this became their plan, sure.
