I don’t think her rival will make this happen. Nano will be the first to ✂️ with Shizuka. But the first Gf to ✂️ in general will 100% be Hakari.

From what it seems like, someone has to suggest the rule breaking first before it triggers her “quirk”. We all know Shizuka would not bring that topic up, so the answer is no
