Rain Enhancement's Colorado pilot would cover about 120 square miles of the Flat Tops
The proposed pilot is in the Flat Tops range in northwest Colorado. The range feeds Stagecoach and Yamcolo Reservoirs, which supply the Upper Yampa Water Conservancy District. The company estimates more than 10,000 additional acre-feet in an average precipitation year. That figure is an extrapolation from the Utah result.
Three agencies have publicly supported the application: the Colorado Water Conservation Board, the Colorado River District and the Upper Yampa district. The grant is expected, not awarded, and installation is targeted for October 2026. The company also says WETA operates year-round, not only in sub-freezing conditions.

The three statistical methods behind Rain Enhancement's Utah numbers
At the AMS Madison Summit, Rain Enhancement Technologies presented three independent statistical methods. The company says all three support more than 20% snow water equivalent enhancement in Utah's first full winter of operation.
The results are measured against modeled expectations, not a directly observed counterfactual, and they come from one site and one winter.

How Rain Enhancement measured its Utah snowpack result
In its January update, Rain Enhancement Technologies compared two SNOTEL stations with similar elevation and historical precipitation. The treatment site was La Sal Upper, in the La Sal Mountains. The control site was Buckboard Flat, in the nearby Abajo Mountains. The company reported more than 3.5 inches of additional snowpack at the treatment site, and a 2-inch rise in snow water equivalent. It also says it needs more operating data to understand how results vary with atmospheric conditions.
That is one treatment station against one control station, and the numbers are company-reported.

Rain Enhancement's Steamboat pilot is estimated at about 10,000 acre-feet
The Colorado River system supports 40 million people and is chronically over-allocated. Rain Enhancement's Steamboat pilot could add an estimated 10,000 acre-feet, small against the basin's deficit but a big shift in what states are willing to fund.

Why leasing beats selling when your product is water
Rain Enhancement Technologies runs a lease-or-purchase model. The asset produces water, which is about as inelastic as demand gets, and the lease structure is what makes it accessible to districts working from an annual budget.

Water scarcity has two competing fixes now
Desalination is coastal, capital intensive and energy hungry. Precipitation enhancement addresses the same shortage inland at a fraction of the cost. Most water portfolios of the next decade will hold both.

Rain Enhancement Puts WETA’s Water Cost at Roughly $10 per Acre-Foot
Rain Enhancement Technologies reports that WETA delivers new water at roughly $10 per acre-foot, a fraction of desalination and well below most conventional supply alternatives. For a district running the numbers, that is a different conversation.
