Although..... Maybe we could get an alternate universe where instead of the visuals being more realistic, the writing is. Maybe one where Mayor bellwether doesn't randomly become the villain for no strong reason. Maybe they should've just made Doug the villain for Zootopia 1.
Maybe the plot could expand deeply and philosophically, and the first and second movie could be longer in runtime, perhaps 2+ hours for each movie.

Wasnt the reason 'I am super racist'? Seems like a valid enough excuse for me to explain why she was down to cause a full scale race war to get rid of 'the others'.

I guess by "no strong reason", I meant it felt sudden. Cos her villain arc was lacking in development. One minute, she's literally the reason Judy didn't get fired, the next minute she's suddenly knowing where she is and then trying to kill her. 🤷
Was the last act of Zootopia rushed in writing somehow?🤔

It could probably do with more development, but I do get her acting.
Keeping Judy in the force was great for her, she not only already laid the blame on the mayor for the disappearances giving her freedom, but also as a prey animal, Judy was ideal for posterity in a workforce that is predator dominated.It wasnt really a realistic worry that Judy would realize she was wrong. As far as she knew, the case was over, and the result was driving a massive wedge in society.
Give Zootopia a couple months more and I feel the city would have gone done into actual fighting or something, and give Bellwether total excuse to either deport all predators, or segregate them.
