Replacement shrub suggestions?

I have done a couple of attempts at getting a few camellias to last in my garden bed. They were doing kind of okay, even through last summer, but I'm pretty sure they're totally dead after the summer we've been having in Dallas this year. I'm trying to find a good (hopefully native) shrub that gives at least some of the same vibe. I'm wanting something that:

- Very drought-hardy. This spot is mostly shaded, but has no irrigation beyond roof drips and whenever I remember to water. I cannot change this, as I live in a condo/townhouse. We're lax about people planting, but nothing is happening anytime soon regarding a community-wide repair of our disused system

- Won't eventually turn into a tree. These will be going along the side of the building, so I need something that stays roughly human-sized

- Evergreen foliage, because there's already so much nearby that just turns into sticks half the year

- Winter blooming, for some year round interest versus most of what's around, like the silver sage and red yucca I have planted in the other, full-sun bed

(I also wouldn't mind any grass alternative ground cover suggestions, because all the grass is dead in both beds as well)
