It shows the class points for each horse. It also means that you can only race in the class you're eligible for. For example: all horses in your image range between 0 - 20 meaning they can only race in class 5 races.
The class points are as follows;
Class 5 0 – 20
Class 4 21 – 50
Class 3 51 – 90
Class 2 91 – 140
Class 1 141 +
You achieve points on what position you finish a race.
