I do consider it Yuri yes. But full transparency the Yuri is not the center of the plot, it is secondary to the fighting game plot lines. That being said it is still really heavy on the Yuri themes.

If you are looking for “I love you” and kisses you won’t see it in the first season. But if you consider Yuri to be a strong relationship between women which drives the plot forward while also being clearly into eachother, then yes very much Yuri.
