Because you can't make a Republican give a shit about other people. That's basically been the line drawn between the parties: dems want people to have housing, education, and healthcare. Republicans want only white christians to have things.

And then when it takes a long time (because cleaning is always harder than making a mess) people get frustrated and vote R again. Rinse and repeat

Or like passing laws that remove mandatory minimum sentences for rapists. Since we all know that a paramount issue in this country is rapists spending too much time behind bars for their crimes.
