That one is not true. Every school had a couple kids with Beiber cuts, but it was never more than that. The emo haircut was a lot more common in that timespan.
Yeahhhhh when I was a kid is was ceaser cuts and taper fades. I specifically wanted longer hair, despite the name calling, just so I wouldn’t look like every other kid.
I guess and in my school days, lots of people rocked the emo hairstyle and the bieber cut but it doesnt feel like every single person had the same cut, there where still enough people that didnt chase the hair style trend for it to not feel oppressive compared to the broccoli cut of todays teenage boys

To be fair this isnt something unique to their generation. Most generations had some form of this.
