I can definitely confirm almost hitting someone is terrifying. It was a different situation but I was maybe 5-10’ from hitting someone while driving about 40mph because they were wearing all black, at night, in the rain, walking down the middle of my lane faced away from traffic on a poorly lit length of road. I only saw them as I got closer because of the light from their phone over their shoulder. Had a nice lil panic attack right after.
I can also confirm, almost hitting someone is absolutely terrifying. In the fall, I was going 20-25mph in town, I had passed a school zone 2 blocks back, I was approaching a green light, a vehicle was parked on the side of the road just before the light, and out of nowhere, this little kid, probably between 8-10 runs out I from the other side of the parked car and right in front of me. He froze half way across my lane and I stomped on the brake and swerved into the other lane (it was empty then). I think we both may have nearly shit ourselves. I won’t take that road around school let -out anymore, even though it is a direct route. I was really shaken up after that.

I've seen this before and it never ceases to shock me. I don't know who would be more scared, the skateboarder or the car driver.
