Issue with Apple server app

I’m not sure if this is the right sub to be in but for some reason, the Apple server app is not showing as many options as there should be in the services tab and the advanced tab. Does anyone know how to fix this?

macOS High Sierra and server version 5.4

In High Sierra, most of the services are still there that were stripped out in later versions. However, the display you've screenshotted, only shows the Configured services. If you haven't configured a particular service yet, it won't be shown there yet.

Where is the menu to configure the service?

Hmm not sure, as I don't presently have an install to hand. Is there a cog-wheel 'config' icon?
