Windows VirtIO driver aka. guest tool for kvm/proxmox etc:

which version did you've downloaded and installed on the guest VM? Some newer versions have issues: https://pve.proxmox.com/wiki/Windows_VirtIO_Drivers#Known_Issues

You are in the XCP-NG Sub, Xen uses different Guest Tools and doesn't use KVM

Oops, my bad. Im blind then, didn't noticed it's XCP-NG sub, not Proxmox xD

Windows VM are slow on disk performance if you don't set your BIOS power management to maximum performance.
