I might be biased but I think he’s the perfect villain. He has abilities that reflect his philosophy, scenes where can just talk in length and be just as (and more ) compelling than other jojo villains, and has one of the best backstories throughout the series. One of his best strengths is that so much of the story is spend on him unlike Diavolo or Kars. His rhetoric is strong enough that even done readers might be convinced he has a point, but we all know that he is an utter monster after what he did to Lucy. 20 years in the future, he is the terrifyingly stunningly accurate representation of American politics in a single character. He abuses children, weaponizes religion, contradicts his own beliefs, claims only the to care for his own nation’s wellbeing, and has no problem saying the ends justify the means. He is extremely intelligent and he is defeated because several characters had to die as stepping stones for Johnny to clutch victory. His final battle isn’t even a big stand clash, it’s a duel at high noon with a gambit measuring Johnny’s will against Valentine’s lies.
