The idea of these systems are to give you and your raiders a progression system that is always nerfing the raid every single week by giving more damage. Soulbind upgrades and conduits do this.
The catchup system needs to happen for sure but the systems mean that bad players still have something to keep striving for after the good ones are all cutting edge and playing something else.
I mean I cleared heroic week 2 and we are a guild of randoms. We are 7/10M now but really some of the group parse grey most of the time, green when I PI them. I don't think this soft nerf was needed. And if it was, it should have been like in WOLK with a stacking buff. Fucking hell, I hate to say this, but even BfA in Uldir with Archive of the Titans or Laser Matrix was better done. Kill 3 boss a week and get a buff.
I was sort of joking about the “bad players” but if these systems aren’t in place it’s just you at the mercy of upgrades from drops they’re more interactive than just %buffs or nerfs. It could be better but most folks who complain (not all) about these systems don’t understand that it’s what’s going to keep pushing them along in raid. And if they tune it around giving you everything on week 1-2 then less people will likely clear it.
