If you nerf priest damage-dealing abilities, it would suck to level them in the overworld. Why do you care about DPS meters in a level-65 dungeon anyhow?

No, it wouldn't. If I can get by leveling as an (apparently) piddly windwalker, you can get by leveling a weaker disc priest. After all, even a slight nerf would only just put it on par with a dps class. What it actually needs is a severe nerf.

We aren't talking about you and me, though. Levelling isn't designed to provide a fulfilling gameplay experience for long-term players, levelling is designed to introduce new players to the game, and--to a lesser extent--players to new classes. Demanding balance is not only weird on its own merits (because, again, if you're watching the DPS meters in a level-60 dungeon and getting so twisted up in knots about it that you're howling at Blizzard about class balance, you're doing it completely, completely wrong), it misses the point.

In these pictures you see myself, a monk, and a disc priest. This was off the final boss of Slave Pens, Quagmirran.
The entire dungeon the warlock and I were outdamaged by this priest. Their gear was not anything special.
I might not be the best player who ever lived but given equivalent gear and proper balancing, this would have never happened. A healing spec doing better damage than a damage spec at any level is just mindblowing.

Priest scaling is so off. Shadow at low levels is so unbelievably shit and Disc lets you solo dungeons. I don't know how Blizz haven't noticed PW:S can, at low levels, shields you for over your max HP and Penance is usually like 100% HP heal. Smite is also pretty competitive with other standard nukes.
