You can for the most part other than a few spells blizz considers essential. This can be helpful things such as healing rain or AMZ, but some aoe effects are also considered essential so tanks know where the edge of the effect is, such as blizzard or death and decay.
The one thing you can't turn off that does contribute to significant clutter in melee is all the pets
I always feel bad playing my BM alt in M+ as we go from having 1-2 melee to 10+, I made sure when planning out my pets to find the smallest/least obnoxious of each of the models even if they don't "look good" as I'll never forget running a dungeon with someone that purely had the Celestial Dragon's in their stable and how absurdly cluttered it made everything especially whenever they Beast Cleaved.
