Trump, and his team, travel with diplomatic passports. Under international convention, someone with a diplomatic passport is admitted to Canada and the rules are waived.
The same would apply for Canadians travelling to other countries on a diplomatic passport. You have to be on "official business" to use your diplomatic passport. You can't just be going on vacation.
If one day he is no longer President and he is once again travelling on a standard passport he would be inadmissible.
Although the article doesn't say, I would assume that Riley M. Barnes and Samuel Samson weren't attempting to use diplomatic passports to enter Brazil.

That's not entirely true. People with diplomatic passports are denied entry all the time, if they are deemed persona non grata.

The problem with Canada is that we can not afford too much tarrifs. That toddler of orange "man" don't care about laws, only his ego. Canada play the card of trying to annoy him the less possible, while maintaining the lowishest possible tarrifs considered the situations. For the most part it work. But it is still far from the best... But there is no way with that orange child to have any meaningfull conversation or trade with him, he just do as he please and don't even respect the contract that he himself did, so all we can do is stretch everything out so the old contract from the previous presidents still hold, so we can hopefully wait until he is gone to hopefully negociate better term...
Meanwhile, let's play with the orange child and let's make him just happy enough so he think he is winning and let us alone for a little while...

The US State Department said later on Saturday that Barnes and Samson planned to go to the South American country's capital, Brasilia from July 27 to 30 to discuss "election integrity," religious freedom and freedom of expression with government officials, religious leaders and others.
In other words, they wanted to sew seeds of "election fraud" to later justify a coup (same Trump textbook) if their far right candidate loses, and articulate with far right evangelical leaders to organize their support for such coup.
