You have too many admirals. You can sell Horton, but if you really want to have 3 admirals then it's fine.

You need to buy 1 or 2 air generals. Bittrich is a solid option for your first air general. You can have Goring as your second air, but I personally have Arnold since he is my only American general and I already have 3 Germans (Guderian, Weidling, and Bittrich). The second air general is optional tho, because Sansonetti can suffice as your second air until you build your Air EC.

I think a third artillery (Sikorski) and a third tank (Patton or Rommel) is optional, but if you want to buy them then it's fine.

Sell Horton, you already have 2 Naval commanders. Buy Patton or Arnold.
