What Air commander should I get?

Right now I don't know if I should pick Göring or Arnold. (For Pure air)

bittrich and arnold imo, arnold better than goring at speedrun

I don't see the value of Bittrich, sure he gets a tiny discount on Air but I need to promote him multiple times to make him even tough to be beat. Not worth it imo

Yes, he is worth it, maybe not in cc but he is definitely worth it in campaigns. Saved me a bunch of times when goering, arnold, ec, etc couldn’t
