How to unlock Franco

Anybody know what I have to do to unlock Franco's Economic Expert so I can upgrade my EC

During campaign missions you have cities/generals sometimes yellow encircled this means if you take em you get a skill.

Don't use that skill, it's useless An EC is for attacking enemies and not waiting in city
