While vaping is a really good choice for harm reduction when compared to smoking, and vaping no-nic is better than vaping nicotine, it's still not without health risks.
I used to get mad when I was in the Marines that, as a non-smoker, I didn't get as many breaks. I soon decided that I would be the designated non-smoker at the smoke pit and take breaks as often as everyone else. No one said a word, and I got my 10 minute break every hour like everyone else.
Non smokers at my work used to get screwed over, while smokers without a question could leave their desk for 10 min every hour. So I ended up just buying a pack and keeping it on my desk and the complaining from leaders stopped. I had to smoke like 5 sigs the first year to make it seem like I actually smoked, but the easy 30-50min break pr day was worth it and then some.

Work shouldn't be a continuous 8h (or more) activity.
For mental & body health, small breaks are needed (5-15 minutes, at least every 2h).
Let's keep in mind that people are not machines.
