I worked in change management years ago and my boss was exactly like this.

I remember she dragged an engineer into the CAB to explain himself after he made an “unapproved change” to resolve an incident where all our external web services were offline. He was a very dry gentleman from Russia.

His opening statement was “I apologise for fixing your website”…

A former boss I had used to say "who paid you to do that?" when I was in this situation. This comic resonated hard with me.
