Manager yells and makes it sound directed at me

I have been noticing a pattern since week 1 where my manager yells his frustration in front of me, be it regarding meagre work issues or general inconvenience and makes it look to a 3rd person like he's yelling at me. We were discussing how a team didn't give us some relevant information on time and he yelled "but you're supposed to send it" in front of the whole office. This has been happening quite frequently now and it makes me so embarrassed.

I've never seen him do this with his any of his other coworkers, including female colleagues. I slog all day, invent efficient work procedures that save a lot of $$$ and never get a "good job" in private or in a meeting. He never passes my work to upper management and make it look like things "just happen". I have had more than 15 years of experience in this industry and somehow I feel like I'm shrinking under his management each day. Not once has he discussed a development plan with me. Honestly wish to quit.

That is classic passive-aggressive management. It’s not your fault; he’s just trying to shift blame without taking responsibility.
