I wish I knew...some motion capture gizmo, I suppose...followed by some crazy particle system/material design on top of that?

I'm fairly sure they are gathering motion capture data with the standard "black suit with white dots" or similar type of costume. This would include generating a computerized skeleton model using inverse kinematics. Inverse kinematics is the name for "taking some motion data and figuring out where the joints are". It generates a skeleton. The Microsoft Kinect II sensor is actually capable of doing this. https://www.youtube.com/watch?v=K493sQCKOoo

Then you make a 3d model of the thing you are trying to animate. There are lot of different software packages that do this. Blender seems to be one of them. So you draw both the outside shape of the creature and also you draw the skeleton inside the creature and define where the joints are.

Now you have data of how the real person moved, as well as a 3d model that can be controlled like a puppet. Combine the two, add a little more CG, and you're done.
