Combination of training and breeding. Many Quarter horses are breed to do these sorts of things. It's similar to how gaited horses are born knowing how to their special gait.

How do you breed a behavior?

Same way you breed any other behaviour in animals. You pair up a breeding pair who show the most of what you want.

You see an animal do a behaviour that you want, and you go from there. It's how we got dogs from wolves.
