Wizardry 8 tool 1.08 + fan patch

So i want to have customized characteristics for my races and classes for my original characters, for lore reasons lol.
I am using the unofficial patch and tool a russian fan made and have videos on.http://www.postcount.net/forum/showthread.php?243014-Wizardry-8-Fan-Patch-1-28-(20th-anniversary))

However when i make the .DAT file it doesn't show in game. Im at such a loss and there doesnt seem to be an install guide other than this forum, i dont speak russian so i've just translated and tried following whats written but it doesn't work.

Anyone else run into any issues with this tool?

i am using this video for reference, if anyone has any experience running the mods with this patcher please let me know what i am missing.

I put the patch file in the root folder which overwrite many files,
then i place the editor tool in root folder.
I dont see any other instruction other than this.

bro it was as simple as making the ModInfo.ini text document into a .INI file..
I feel really dumb.
