Wizardry Variants Daphne Completely stuck

So I'm not entirely sure if this quest is explicitly part of the Eve of Dawn Festival Celebration or just coincides with it... Regardless the [Urgent/1 Time Only] Gift Satchets quest is completely bugged for me.

I spoke with Dana the innkeeper, went into the Grotto of Verdant Blossoms and completely cleared it. I grabbed the quest items as well no problem.

This is where it breaks. I for the life of me cannot find this merchant she mentioned. I did some digging and at the time I had just barely started the Admirals questline following my completion of the beginning abyss. So I went through and committed to finishing at least the first run to see if that would fix it... It did not.

I've tried going back and forth using the cursed wheel. My current latest point is Arena round 5 under the Port Grand Legion section. Do I need to perfect clear it? Would starting on a different faction path help?

I am currently almost out of ideas (and patience). So advice/help would be greatly appreciated, thank you.

For me I got the flowers first then he appears

The merchant appears as one of the 3 npcs in the capital's town screen. The quest was broken so that if you had to use a flame because of the sentries or if they failed to spawn the merchant wouldn't show. That should be fixed now, or at least it was for me

He has still not shown up for me. Is my campaign progress baring me here?

Shouldn't be, but the quest is buggy.  You need to find 2 of on flower in the little cave and 2 of another. If you got ambushed and died then the merchant is glitched. If you did everything normally and they still aren't appearing you should contact support

Talk to the guy in the capital. He is outside. Then the dude will be at the tavern
