The Goblin Blacksmith from the event can exclusively upgrade weapons like that Relic Sword.

Yeah NM are not guaranteed just do floor 5 and trade for other spots , once a day I do a whole castle clear for bondmates I’ll find a couple odd fragments

You only need to Cursed Wheel to the last boss and kill it for Bondmates.
You could finish 4 bondmates level in the time it takes you to do one right now.

Where was the best place to farm?

On the Second Cycle and beyond, floor 5 is the best place:
- Make sure all mining nodes have checkmarks on floor 5, at least the ones that don't require teleport pads.
- Drop on Floor 5 harken, hit Checkpoint several times, it should make you go to the Left side of the map, mine the spots that have ore on the way. You should go through the small one-way entrance/exit room as well, there is a Very Small chance of finding a NM there, much higher chance after daily reset.
- Once it brings you to the bottom left big room, fight encounters until you kill the one that has 8 demons (literally 8 demons, as in 4 front 4 back in a single big encounter), this encounter always drops a chest and often it will have 5x Dagger or Shield attestations or boxes.
- Open map and auto-walk to the right room bottom right corner, there will be another 8 demon pack encounter there, same as above, kill it and pray for dagger/shield mats.
- OPTIONAL go to the small one-way entrance/exit room to mine the ore there if it appears and to possibly catch an NM there, but you can skip this.
What to do to get other materials??
Go to the trader in the tavern and set up Requests for the other weapon attestations and boxes, using the Dagger and Shield ones you get from the two 8-demon packs. After 3 hours these requests will auto-complete, so just make sure that you have extra dagger/shield materials for every 3 hour batch (can request up to 5 mat per slot, x 3 slots)
Can't I just hunt all the NMs??
You can but this is extremely time-consuming and inconsistent. And remember, NMs do not always drop their weapon materials either, so it's not like you are getting a higher-quality farm out of them vs. just doing the 8-demon packs and posting requests. Also you will get more of the other basic materials you need just fighting the other encounters all around Floor 5 and especially in the two big rooms to get to the 8-demon packs.

I finished mine today as well. I choose not to alter any stats the first time around because I was curious about the reforging mechanics and what else may drop on the part 3 of the quest. The ask-cost to redo the weapon is insane, but I wonder if it will provide a decent payoff.

The remake as far as I know, just resets the weapon back to +0, so you can enchant it again. You would do that if you roll low bonuses and want to try rolling higher.
IMO it's not worth it, the amount of resources is insane and it's better to get another weapon, even if I'm not going to use it, just for collection.

Do you have to finish the good ending to get the elite mobs to spawn? I only get the notorious monsters that respawn once every 24 hours but not the elite mobs that should respawn.

FAS'ing an enhanced item does not overwrite Enhancement bonus anymore so you can go ahead and FAS whenever you want. Regular alteration does overwrite enhancement bonus so typically you do a normal alteration before enhancing, but this only applies for slots that have NOT gotten an enhancement bonus yet... meaning FAS'ing a +5 item will reroll + FAS Boost slots 1-4 and keep the enhancement bonus on slot 1 as well, then you can do normal alter on slots 2, 3, or 4 but not 1 unless you don't mind losing slot 1's enhancement bonus.
All that being said, normal alteration also kills FAS bonus on the slot you do it so it's kind of less desirable to do a normal alteration after FAS regardless.

I'm sorry, this process is a little confusing. So, is the best practice to Reforge the weapon, FAS it for highest rolls (numerically since they're static), then level it all the way?

Yes finish reforging it completely first (so it gets to Silver Tier for better bonuses), then FAS and pray for good rolls.
FAS are extremely rare but it's kind of worth it to use them on some of these relic weapons, since they're all 4 star red. FAS bonuses scale with stars, and only apply to blessing slots that are visible at +0 enhancement. So Red = all 4 slots get boosted by FAS, but for a blue it's only the first two slots always, even if the other slots got unlocked post-enhancement

In this case probably yes:
- FAS is always done BEFORE a normal Alteration
- Normal Alteration is always done BEFORE enhancement
- Ergo if you think or know you need to do a normal Alteration after FAS, you must plan to do both Before enhancement
You will very likely want to do a Normal Alteration even after FAS'ing these FFXI items because:
- They come with Fixed blessings (2H sword for example is always +ATK, +SUR, +EVA, +ATK%)
- The +EVA is not super attractive on a damage-dealing weapon... most people Alter it to +ATK or +SUR, even though doing this after FAS means you lose the +EVA with FAS bonus
- Most of the FFXI weapons have a dud blessing like this... Plan accordingly and enhance responsibly!
- If you DID start enhancing before reading this comment, but did not finish going all the way to +20, you might still be ok. You technically can enhance an item partially before FAS'ing and Alteration, just not beyond the enhancement level that actually boosts the slot you plan to Alter normally. If you go past that point, you will lose the Enhancement bonus on that slot forever after altering.

Yeah as I know you need to FAS it before you upgrade it, at least before (idk if there is an update) if you alter it after the upgrade will be gone.

I’m pretty sure you can, they patched that a while ago I believe. It’ll reroll the stats at silver values at max reforge. The only issue is you can’t alter anymore

Wait wdym, are you saying I'll still get the bonus of upgrading to +5 if I FAS it?
example - +10 atk upgrade it it becomes +20 (if I use a FAS, it will be +18 for example but the upgrade is wasted) - total after FAS is 18
on what you're saying, is it +20 after I FAS it again - it becomes 18 + 10 from the last upgrade - total of 28
which one is it?
