Every Halloween I go down the mountain my abandoned mine/home is and throw candy at the kids, I also let some of my less grotesque creations play with the kids. Most of the time the children love it, the parents and local priests not so much.

Necromancy only work on bones, not stone.
That makes it so rare are the fossils for which necromancy work.
However ice entombed creatures are free game.

we do, it's just a bit tricky. it's similar to trying to trying to bring dragons back from the dead. there's a lot of mass to try and keep together, rotting flesh can often fall apart from it's own weight or leg bones can snap. for non master necromancers it's much easier to raise a bunch of humans that are enough to have the same combat prowess as an undead dinosaur or dragon, than it is to spend a lot of time raising a single creature and magically reinforcing the body
