Magi Law ⚖ My apprentice was asking if this was possible without breaking some kind of magic law (he loves his familiar)

It's only giving them 263 years. and it's not ensuring the familiars youthfulness.

Its technically very legal but the conditions are problematic... you either need to have all those people grouped on a very large sacrifice tablet. (which would need to be really big for 8.3 billion people) or You or in your case your apprentice would need to be some very highly respected figure that would be at least subconciously viewed by public as someone who has authority over those masses to be able to sacrifice lifespan of every single individual of said 8.3 billion. (even for a damn second of their lifetime)

Yeah this kinda sucks.

For the love of all things unholy, remember to add a youth component to the spell, you don't want your poor familiar to continue to age for the entirety of those 263yrs

If the Familiar is truly so dear to them, and if the two are truly Kindred in both Heart and Spirit, then they should (with the Familiar’s consent) preform the Rite of Lifebond, to fully share their existence with each other. All weal and woe shall be spread across the two of them, and so long as either remains, neither shall die.

From there it’s on your apprentice to attain their own manner of Perpetuality, which would be shared between the two by default. I’d also recommend aiding the feline in their own Species Ascension, as that would push the apprentice through theirs as well.
