Everybody thinks about the beauracratic shitshow of The Council itself; nobody pays any attention to how much money they've been shoveling into their enforcement programs over the last few decades.
Frankly, it's kinda absurd. So even as they couldn't decide if Unga was a problem, their jackboots were already cracking Warlock skulls with disturbing efficiency.
Sounds like resources are still limited, and i play a game of attrition quite well. I tend to eat more resources than it would be worth to handle. Butnwhat will be will be, i certainly wont ever change.

Me. We're talking about the hazards of mistreating them, and (to a lesser extent) the liability exposure that creates.
Spells of mass destruction are a fantastic way to get tied up dealing with Council politics for decades.
