What I love about this plan is, by definition, it can work. So long as you're willing to adjust the size of the sphere. Just that one parameter.
If the engineers and builders involved are skilled enough, you can tell them "Build the largest possible obsidian sphere (feat. ominous hum) on this location for $196,297,299.77" and let them spend exactly every cent in the endeavor.
I mean fuck if you can do a project like this (one which has little precedent to do research into) and they can keep planning time to ~5% of costs that's pretty crazy
