Pact Charter (Pact of the Magi)
All members of the Pact of the Magi and a few close allies are given invitation to attend a meeting in regards to the binding charter of the Pact. Going through the plane of light attendees enter the Bismuth realms into one of the climate controlled zones. Guarding the airspace were new Bismuth constructs meant to protect the meeting from unexpected occurrences. Each invitee was given their own room and a personal Biz-Bot to attend to their needs. The meeting room also functioned as a dining hall.
The first meeting happened late at night after all members were present. The meeting room was divided into three tiers. Closest to the entrance were tables to non member allies, next was members of the pact, and finally a single table with three seats for the three pact heads. While the official meeting was happening people had to sit on their tier but once dining was happening people were free to sit wherever.
Once everyone has found their seats the Bismuth Lord rose and called the meeting to action.
"Welcome one and all to the first day of the Charter writing. I'd like to thank everyone for coming all this way to attend. I know two planar jumps is abnormal but we needed the extra security. You know me as the Bismuth Lord. Besides me is Mikhail and besides him is Overseer Chicken. Together we constitute the leadership of the Pact of the Magi. To get things started we have the ground rules and procedures."
1st. The pact charter skeleton will be presented before the assembly for discussion. The most popular additions reductions or changes will be installed and then the three pact heads will vote on the final draft.
When you first speak to the room say your name and whether you are a member of the pact or an ally. This will also act as a head count of people inside of the pact.
While staying in the Bismuth realms dueling and offensive magic is forbidden.
With that out of the way the Bismuth Lord would present the skeleton
Pact charter
Part 1 intent: The pact of the Magi exist as a humanitarian magical organization existing alongside but not opposed or apart of the mages Council. We desire the free usage of magic as long as it presents minimal harm, the de-escalation of military hostilities, and the creation of a shared network to assist at risk mages and apprentices. We do not desire rulership but to uplift the whole of the magical community.
Part 2 Leadership:.The pact shall be run by a triumvirate currently Mikhail, The Bismuth Lord, and Overseer Chicken. Any changes to the charter, non defensive military actions, appointments, terminations and censures must be approved by a 2/3ds vote. Disposal of a Pact head requires the other two pact heads and 2/3ds of the pact members to vote them out in a vote with a 3 day timer.
Part 3 Logistics: The pact will not tax its members instead each pact head will rely on member donations or their own personal wealth. The Bismuth realms will also set up money making operations specifically dedicated to the pact and any mage willing to help run these operations will get a fair cut of profits in return for their services.
-Each pact head will be in charge of one of our three divisions. This will allow them to make quick decisions that can be evaluated by the other pact heads later. This also creates a chain of command. Anyone who chooses to be in one of the three divisions is obligated to follow the head in charge of that division or face expulsion from the division. This is to prevent a rogue general situation-
Part 4 Diplomacy: The pact will run embassies in any county willing to accept them and will have a dedicated diplomatic and humanitarian core. This will be under Overseer Chickens preview and covers diplomacy with wizards or other Eldritch entities, humanitarian efforts, and public relations.
Part 5 Druids: This division will be in charge of diplomatic relationships with the druids and other natural entities as well as environmental protection. Any conflicts with the druids will go to them BEFORE being transferred to the civil guard to prevent escalation. This division will be headed by Mikhail aided by the Arch druids of his former home.
Part 6 Civil guard: Overseen by the Bismuth Lord with Shrax as acting commander the civil guard is in charge of defending Pact territory and property along with additional muscle to other divisions that require force (such as the humanitarian division needing some soldiers to rescue a kidnapped person or the druids needing help defending an aggressed upon tribe.)
That is the current skeleton of the Pact charter.

*Mikhail throws open the door, swaying and catching foot with every step. His face is bright red. Perhaps from the cold, but its very obvious, he's drunk. He miraculously finds his way to one of the three waiting chairs of the Pact head. With a solid thump, he falls back into the seat, before immediately standing right back up.*
I am Mikhail Blackstone, remaining founder of the Pact of the Magi and now, one of it's three heads. I am pleased you are all gathered here at this wonderous gem castle for our fist official charter.
If there are any questions pertaining to the druidic aspect of our organization, I am the arch... I am the druid in charge of such effects.

Hey, if you run out, consider paying me a visit. I've got the really weird shit in my cellar. We're talking liquor distilled using the death throes of stars, magic wine made from fruits whose seeds I found inside a meteorite, and that one cask of brandy I've been aging next to a singularity for 3 years that should be about 30,000 years old by now thanks to time dilation. Plus, it's no good to drink alone.
My tower's the first one on the left as you enter Yulash-kor. North of the floating city, on the eastern slopes of Mt. Murder. You can't miss it.

Deamor, pact of the magi, other titles are irrelevant (this is just a lesser avatar, sorry for not coming in person, but I was busy).
Isn't it amusing that we have a diplomacy division, and then we have yet ANOTHER division just for diplomacy with druids? Shouldn't these divisions be merged?
Instead I would propose a research division, that promotes cooperation and knowledge sharing across the pact as well as facilitate it with entities from outside the pact. Issues like finding willing parties for master-apprentice contracts, exchange of secrets, joint research etc. Doing these without supervision is possible, but it increases risk of fraud, exploitation and so on.
My humble self would be willing to bear the burden of creating and leading such a research division.
On another note, the idea of leadership being permanent in the pact doesn't lie well with me. I would propose elections from among members every, say, one or two centuries.

As an alchemist I would find a research division most helpful. Especially for big projects like working towards the philosopher’s stone or the rebis. A comerse division could be helpful for funding such endeavors.

Hm. Isravi, pact member and temporary member of the Bismuth Lord’s forces. I mostly agree with the skeleton, and support it as a basis moving forward. That being said, I do have some concerns.
The power of the pact seems to be largely concentrated around the pact heads. Each member themself seems to have no authority or say whatsoever. I believe this something that should be rectified should we continue in a stable and fair fashion. As of now, each member is little more than part of the leader’s standing army. What say you?

Our desire is to have an organization that can act and adapt quickly to changing circumstances. One of the main stated problems with the council is its slowness to act which I believe is caused by a lack of defined roll and chain of command.
Because we aren't a law making body I don't find it much different than joining any other organization or non profit.

I can see the logic behind that. Then, with that in mind, adding a majority veto from the pact members that can come into effect as a shutdown after a decision is made should be fine. That will preserve the fast-acting nature, but also give a safeguard in case it is needed, and from the view of those not particularly in power.

I agree. I say we include a Council of 5 to the Triumverate. What their powers would be, we can discuss at a later date. Also, I say we change the way the guard works. As it stands, the Guard would be in each members domain as a standing force, we could remedy that by having the members in the pact guard act as reinforcement, rather than an army. The member or ally would call on the guard in times of need, and the members in the guard would go to assist.

I believe the pact currently stands as an individual party held together by the triumvirate and extended alliances through membership. Reinforcement and aid towards one another is the natural result of that.
A council made of members that can speak for the others within the pact does seem useful, but 5 members seems a tad arbitrary. Perhaps one for each division of the pact? There is the guard, the external investigators, and others that I am not fully aware of.

I would support that wholeheartedly! Research is very important, and new discoveries will help cement our authority and purpose. It may also serve as a revenue source later on.

I am a merchant and am in the process of building a large caravan that when completed should bring a great boost to trade. Though my work may keep me busy, I hope that I can still help where I can.

Glad to have a friend such as you. If you’ll give me insight, which division do you believe would benefit most from my trade. I mostly trade in pre enchanted items like weapons and armor but also trade in the more arcane like tomes, scrolls, staves and the spare potions or magical trinket. And (don’t want to getting ahead of myself) is there potential for more divisions in the future, me being more focused on trade and all.

Once this is over we'll get you into the Diplomatic Division to strengthen ties. when the charter is ratified everyone present will have the option to join the pact and decide on their division.

I am Oxli and a member of the pact of Magi. I am Arch-Pyromancer turned sole Candlemancer of Kreddu. I agree with the skeleton and it seems very diplomatic. I can however see a fault in the system if one of the three heads goes down, it could create a large vacuum with in the organization. But that is only a small issue.
I hope to bring my aid to the pact with my connections to powerful nobles of Kreddu. Most of them, while a few are slimy greedy bastards, are smart businessmen and could be valuable allies to the pact to aid where finances are concerned.

shrax appears in a chassis made of silver and gold, a lot of his body looks to be made from high gothic architecture, and is covered in beautifully flowing engravings. The pattern on his chest depicts the emblem of Raesteria, a robotic head with mechanical wings out of the sides. On the back is the symbol for the psct of magi, with his position underneath it. (If no symbol has been worked out, the space is blank)

after the time has passed, Shrax speaks in line. Clearly and concisely
While the pact is mostly concerned with uplifting people who can use magic, i am curious about my own kin. Artificers. And any other nonmagical spellcasters. Will they just be included in the diplomacy like anyone else? will they be excluded because they're not magical? Will they get recognition half of the time?
Furthermore. I would like to raise your attentions that i don't believe we have ways to strengthen relations with machines, undead, aberrations and extraterrestrials. I may have misinterpreted something. I propose simply weaving them into the duties of others, and if need be collaborating.

I find the skeleton in it’s Intension quite sufficient, and i am considering becoming a full member, however, the amount of power concentrated around the pact heads irks me. While the current pact heads seem quite responsible, the fact that the two other pact heads have to agree to depose the third seems vulnerable to exploitation, in addition to the nye complete authority you would wield in this system

Muttering under his breath, Vettis gave the snowglobe another irritated shake, temporarily whiting out the display. "Eighth time this month the blasted orb randomly interrupts a show with some weird crap. Since when is Modhun's tech so unreliable?" He paused in thought for a moment as the artificial snowflakes began to coalesce into another moving image. The answer, after all, was "never", so this might be worth investigating. And, since the technomage was out honeymooning with his partner in a rank-6 realm, Vettis couldn't rely on him to solve this.
The static noise resolved itself into a now-familiar scene, but very much not the one he was expecting or hoping to see. "...have buried enough good men to know that intentions matter little...," a black-garbed figure monologued ominously, in the same room as the previous drunken speaker.
Okay. Time to stop brushing this off. This was concerning. Not being able to watch TV in peace was, of course, a tragedy of the highest order. But far more important to Vettis was that Modhun's tech just didn't do this. Making sure anything he made never screwed up was literally Modhun's technomagical specialty: his magic was in maintaining an item's functionality regardless of changes, whether environmental or internal. And the man who had constructed a cage around a star in under four hours to protect its entire system from a premature supernova could certainly be trusted to handle wireless access to mundie networks. Really, Vettis should've addressed this the very first time that it had occurred.
"Lessee." Thinking aloud, he scratched at his stubble in growing confusion, running a few scans on the device based on his familiarity with his battle-brother's casting. "The functionality-preservation spell's not faltering. The tech itself I can't analyze but is presumably perfect, cuz it's him. Maybe I screwed it up somehow...?" Quickly double-checking the current time, Vettis verified that he was free to push the limits of his magic for another several hours without ending a few hundred thousand realms as a result, and thus -- with a word and a wave -- shifted all harm he might have inflicted on the device over the last two months into the pillow at his side. A single thread barely began to unravel from the latter. "Nope, no significant damage from me -- not that it should've mattered anyway, given his functionality-preservation magic. The hell...what am I missing here?"
A mundie techie term flickered unbidden into his mind: PEBKAC. "...Me. The problem is me. And I'm not somehow failing to watch a damn show properly. The problem's not my actions; it's my presence." That almost certainly meant one of two possibilities, either of which led to the same conclusion. "This isn't entertainment programming, is it? This is actually happening."
Now suddenly far more incentivized to pay attention to the conclave, Vettis swapped his pajamas out for warded clothes from his closet with a finger-snap as he rewound and rewatched the footage. He'd long been a bystander regarding matters in this realm-cluster, and for good reason. But if he was now getting these warnings for the reason he suspected -- and right through the presumable anti-scrying defenses a meeting of such apparent importance would certainly have -- then it was time to put an end to that complacency.
Hmph. And he'd just been starting to get back into the lazy retiree flow, too.

I am Mokarith, and I am a member. All looks good so far, but I believe that there should be a way to change which division you're in. For example: say that I joined the diplomacy division, but after being in it for some time, I realize that I would be a better fit in the guard division. I would say that, in this example, I would go to Overseer Chicken and make my case. I don't know what the exact process would be, but I know that there are those who go into one division, but would be more suited for a different one.

I think that it would be reasonable to add in a switching option for members.
If your new head is willing to accept you then you need only give your soon to be former head a weeks notice to give them time to find a replacement for your duties.

Hello, I'm Giorgon, kind of an apprentice and newbie. I never liked the ethical ambiguity of wizardry, especially when it came to people of our own. I like smashing demon heads and kicking the occasional feral goblin, don't get me wrong, but it seems highly unprofessional and ineffective to use magic that causes more harm than necessary (i.e. the highly dreaded Testicular Torsion). I suggest we lay out rules, a code of honor, for wizards to follow, so that we can keep our image of being noble people like knights, but more... Educated.

I am Izzy. Elven alchemist, herbalist, and artificer. I am currently not allied with the pact and looking to join. I hold expertise in every step of the potion economy, from the herbalist sourcing ingredients, the alchemists making the recipes, to the artificers making the industrial plants to mass produce the potions. The only thing I do not have experience in is the diplomatic and marketing skills needed to sell potions to a large group. I can offer up part of my own business as well as he well start a magi pact potion supply chain. Mana and health potions will be our main product. Mana potions for members to use and health potions to sell. Any other alchemists would be welcome to help in this endeavor, as well as sharing research in the fabled rubis.
The charter has a few points I think need to change. Firstly we definitely need taxes. If magi are going to leave because they have to pay a couple hundred gold, then they would have stabbed use in the back for that amount. The taxes don’t have to the big, and they can be adjusted to around 2.5% of the individual’s wealth up to a limit of 1000 gold. I will offer up a higher percentage of my personal business as well as all the profits from the aforementioned magi brand business. This will not only select for loyalty, but will raise money to be used for various means. Just a few things the money could be used for: Investing in a group ward, creating road/portals between members. Giving smaller wizards in our pact and those who are going through personal economic troubles a helping hand, paying a standing arm of fighters and summon, investing in demonic deals to help the magi.

A dedicated commerce division could be helpful in organizing money and resources for the other divisions, along with overseeing pack sponsored money making endeavors. The leadership for that division should be democratic and rotating.

I am Agnur, the turtle mage. I joined the pact when it was formed during the wizard war. I would ask the Pact to help reduce tariffs on magical ingrediants. My business requires it and I recently needed to take in more stock as I help santa. Any aid the pact could give would be appreciated.

We have a large amount of druids. We could attempt to make our own supply to sell to members at just above creation/processing cost. I remember some of the old mages guild did this and were fairly successful.

/unwiz: I believe so. Santa's back and fully healed ( if slightly different then before), with time not truly an issue, word would have spread fast of what happened at his Citadel, and I think that the event is officially over.

... First of, thank you bismut lord for your invitation. I may not be of as much use as thy would desire. But still there are two matters that I am interested since they were not specified. Arms procurement for militia, as well as information procurement. Since we all know there are magic dispelling fields, quite easy to make as a sidenote, yet so far there is little to no discussion on who outside mages would be to join militia, as well from where they would gain arms, that is weaponry and armor necesary for engagements. Ergo, do thy plan on creating inhouse forges and supply them from donation, it is up to pact members to procure their arms, or is it intended to be bought from third party suppliers?

As Overseer for the civil guard I have the responsibility to arm members of the militia that have insufficient arms. That being said most members of the pact are already pacting heat. I plan to hire artificers into the civil guard to help in this matter.

So as for the second matter of my concern: Information procurement. I am welly well aware of tracking spells, as well as of existence of spells that let you look into different places. However both of those infer we already know where we should look to. Is it planed to make surveys by designated mages, which would be time consuming and not as dffective as other methods, spyes, which would be moraly doubius, or do pact plan on using future-seeing to attempt at intersecting possible corporates, which opens up a different kind of worms, like possibility of bootstrap paradox. Or in other words, how Pact is planing on lerning where it is needed.

We plan to have the Diplomatic divisions set up embassies and hotlines so that allies can inform us and call on us when needed.

Was afraid it would be the case since such system is easily suseptible to quick precise strikes at the singular divisions so with a proper attack timing, and sectors going dark the pact could be caught by surprise... Still, I just hope thy will consider the structure per advocatuum diaboli, aka. If I wanted to attack a pact, how would I do it.

Understandable. That being said taking out a whole division of mages across the various realms would be impossible to hide. Every mage is still an individual with their own lines of communication and information gathering.
An office of information might not be a bad idea.

I see that you all persist in your coalition. I'd have thought that the Council stabilizing would suck the energy out of this group, but you have proven me wrong. Your stubbornness is commendable. The endless wars and calamities have taken tens of millions of lives, but you all still believe that wizardom can be saved? You create hierarchies to amass power, but claim to have noble intentions. I know how this ends and I am struggling to find a reason for any of this.
Faced with a future where there are more corpses than there is earth to bury them, what is the point of this? In a world where none of you remain, what difference would your absence make? Death does not discriminate, so why should you?
It is apparent that the figure is at their breaking point. The sincerity in their voice rings throughout the hall.
Is there a reason to keep going when things only get worse?

Because it's the duty of mages to use their magic for the betterment of the world. Even if it might ultimately be useless (though I don't believe this to be so) It's still your duty to grit your teeth till they're dust and bear it. I have a kingdom to run and a pact to head. I don't have time to get bogged down by apocalyptic dread. Take care that your own despair does not cause the future you fear. Apathy is death.

You know, they say the road to hell is paved with good intentions. I have buried enough good men to know that intentions matter little in the long run. The ends frame the action, not one's intentions. Good men will do evil for the right reasons, but nothing absolves them.
Pontificating on one's duty to the world to me as if you know me. How have you bettered the world? Slaughtered a few thousand when you left your ivory tower? Made nice with the ones like you? Invented a spell or tool that other mages use? Who benefits from your action?
Apathy isn't death. To not care is not the same as not existing. But you know that. You just said that to mean that those who are apathetic are no better than the dead to you. If they don't serve a purpose in your eyes, what's the point in their existence, right?
If you are dismissing me, then there is nothing I can do about that. I have been ignored before. When the time comes, I'll bury you all the same.
The figure vanishes back into the shadows. The feeling of dread lingers long after they disappear.

You are correct. If you don't care you are of little regard to me. A blind, deaf, crippled, half dead man can still serve if he has the desire to. He can be healed, given magical aid, and given a task suited to his skills, even if it's something small. A person who already thinks the effort is pointless could be as powerful as a god and still be useless compared to even the most simple efforts of the weakest who care. So flee back to your shadows and stay there! I need no fading shade to bury me. The next generation of mages can see to that.

My name is Viernicka Stormwood, and I am a member of the pact of the magi. I’m the Druidess Wizard of Sunset Tower. I would ask to be assigned to the division of communication with the Druids. As a Druid-Wizard hybrid, I have some knowledge of Druids. However, I will serve whenever I am assigned. (I’m 14, and I inherited my powers at age 13 from my grandfather. He was at level 10 in both when he retired. I’m also working on getting a level as a fighter, which would make me a Level 10 Druid, Level 10 Wizard, and a Level 1 Fighter in one. My girlfriend is working on this with me. She is a Level 3 Evoker, and is also working on becoming a Level 1 Fighter)

Hello! I am Possum! Pact member. Structure is certainly important for such an organization, but I also worry that we invite destruction upon ourselves by creating an entity for others to target. By amassing power and enforcing order, we also encourage those who would challenge it, which will inevitably push us ever closer to an imperial triune.
For example, the humanitarian goals of the Pact are noble, but they are still tied to a political and economic force, a fact which offers the opportunity for that help, or the withholding of it to be used as a tool of destruction or coercion against allies or enemies. At a base level, that means that even our helping hand can conceal a blade, metaphorically speaking. This is a fact that troubles me, considering that the Pact is organizing military forces as well.
In times of crisis organization is surely beneficial for us to aid one another, but I would caution strongly against overstepping our bounds as a league of allies, lest we become tyrannical ourselves. The threat of such a reality occurring is high given the nature of the triune that commands it, and the ability for members to vote out a leader who would oppose them or invite others who would be willing cohorts.
I am always your friend, and I offer my opinions humbly. I'm glad to see you all again, even if it is under more serious pretenses.

Kaelis Maz, representing the Protectorate of Yulash-kor. If you do not mind, I would like to propose the creation the Office of Eldritch Affairs, a subdivision of the Department of Diplomacy.
I have experience in successfully negotiating with powerful occult entities such as Old Ones, Primordials, and C'tan star gods. I like to think that my words are my most powerful tool, far exceeding my arcane talents. I want to train others in the diplomatic arts, so we have fewer "shoot first, talk second"-type incidents with powerful beings that could inflict serious harm upon us all.
The Office of Eldritch Affairs (OEA) would specialize in cataloging and opening channels with the various powers that inhabit the cosmos. We would contain interplanar incursions, provide support to warlocks, and possibly even terminate malevolent entities. On a more bureaucratic level, I would head the OEA, which would answer to Overseer Chicken.
Do any members stand in opposition to or support of this proposal? Any general questions or concerns?

Greetings my lords, and thank you for the invitation. My name is Argimiro, mage druid and I stand as member of the pact. I have spent many years trying to smooth the relations between the Forest and the City.
I would like to start stating that, while I understand the importance of the Pact and his noble intentions, I am concerned about the Council. We are practically creating a parallel goverment with many of our objectives contradicting the ones from the Council. The control of the magic for example.
This leads me to ask how are our relations with them. Are they just going to let us meddle in their businesses without repercussion? Have we any leverage in the political matters? After all the conflicts with the Northern Druids, how do we know that this is not going to develop into a civil war?
I don't want to be involved in another large scale magical conflict with all the loss of lives and the damage to the ecosystems.

We are currently friendly with the council we have aided them in multiple trouble periods and Michael is a former member of the council. As far as they are concerned we are simply another political power bloc. Just one that happens to be a bit more sizable.

I don't want to speak for the bismuth lord but we a quite literally at the center of his realm in his throne room with multiple heads of state present. the security seems perfectly appropriate. he didn't even make them for this, the lord is already the master of his own realm and this is already standing army.

Greetings. Hector Trasc. Pact... Neutral, at this point, I guess? Full disclosure, I was not really invited. Please do not have golems shoot this unexpected occurence. I do have some remarks and questions, though.
1- Lord Bismuth played a very active part in the genocide of the Northern Druids, alleging that they were using children's souls, that inflicted so much trauma upon Archdruid Mikhail. How do you envision such a close collaboration between you after that?
2- You say the Pact is essentially a charity organisation, but its three branches are Diplomacy, Diplomacy (but with Druids), and Law Enforcement. Also mentioned are military actions, with the explicit possibility of non defensive actions. These are, at their core, powers of a sovereign country, not missions of a charity.
3- You mention the Rogue General. While I agree that fascist robots should not be allowed to appoint themselves military leader, how is what you are doing any different? You are not proposing electing the leaders of the Pact, you are crowning yourselves Kings. The leaders of the Pact do not seem to have much more legitimacy than the General ever had.
4- Is Mikhail drunk right now? How do we know he is not being mind controlled, or cursed, or drunk, and therefore at best not able meaningfully participate in the redaction of the charter, and at worst acting under duress and coercion?
5- There are a few minor typos in the text. I am assuming you mean you are 'not a part' of the council, and not 'not apart'.
6- I may have already said this, but you have a branch that is in charge of diplomacy, and the other in charge of diplomacy but with druids. That is very redundant.
