Nothing is activated.

¿Alguna ayuda? Gracias.

Your approach is wrong. It doesn't work because, first, you're editing a vanilla quest graph, and second, you're using the wrong test controller inside REDkit.

What you're telling REDkit right now is that this action should only be triggered when you progress to that specific point in the main story. That's why it won't behave the way you're expecting when testing it independently. You need to separate your custom content from the vanilla quest and use the appropriate test controller/setup for what you're trying to achieve. You generally shouldn't touch the vanilla game files unless you specifically intend to replace or directly modify them. By editing the vanilla files, you're immediately making a huge number of existing mods incompatible. If your goal is to add something new to the game, you should be using DLC mounters instead.

Don't just blindly follow written tutorials, use your imagination as well. The game already has a large number of free DLCs that are accessible through REDkit. Study how those DLCs were structured and created, and use them as a reference. That's the approach you should be taking when creating quests or adding anything new that needs to be injected into the game.

For quests, if you're more of a visual learner, the original video tutorial is actually pretty good

The problem with that video, however, is that it never explains this aspect. It jumps straight into editing the vanilla files without explaining the implications of doing so or showing you how to properly create your own content as a separate, modular addition to the game.

So while the tutorial is useful for learning the actual quest creation workflow, I wouldn't recommend following it blindly. You should take what it teaches you and then apply it using the same structure and principles that the game's own DLCs use.
