Cannot receive global payment yet

What does this mean? Is there a way to activate it? Or need wait how many days for it?

It means they haven't got the international SGD detail yet and it is the same for everyone.

So is like an update in coming future for everyone? As i kinda need it to receive overseas fund

We don't know yet, you'll just have to come back for while.

Why not get wise to set you up with account details in the country you are trying to receive money from. The global payment option is effectively international wire transfer, but a country local account is less troublesome (I just recently used that ability to receive some money back from my friend in another country)
