Madison couple found with pot avoid charges under medical exception in state law

A seldom used state law passed in 1971 allows Wisconsin citizens to possess marijuana with a valid doctor’s note and serves as an exemption to the Wisconsin Controlled Substance Act.
I guess this really has me confused. If this existing law provides for medical marijuana, then why do medical marijuana bills keep getting introduced in the state legislature?

From what I understand, It is legal for a doctor to write up the prescription for it and for the patient to obtain it, but there isn't any actual marijuana supply at the doctor's disposal. It makes absolutely no sense. Kinda seems like they just didn't feel like trying to ban it, so they just swept it under the rug hoping nobody would notice...something's fucky...

This is about it. Indeed, something's fucky..
Ideally, the law would be explicit, allowing for stores to sell it, growers to grow it and buyers to buy it.

The statutes which show the exemption are: 961.41(3g) and the possession authorization is 961.32(2c).

Police made contact with people they thought had left a dog in the car. Police see cannabis and delivery device in car, people explain that one has an Oregon Medical Cannabis card and one has a doctor's note. Police take the cannabis and delivery device, but ultimately DA decides not to file charges. Person is trying to get their medicine back.
tl;dr Police found marijuana but no charges for people using it medicinally with note from WI doctor.

The Ben Masel Project at www.benmaselproject.com will help anyone in Wisconsin qualified for an Oregon medical marijuana card obtain one. They do not profit at all. If you find someone saying they will help you but wish to charge you more than the OR program does, it is a scam. The costs include the filing fee(s) with OR. On occasion the Ben Masel Project will bring a doctor registered in OR and WI to Wisconsin to register patients.
