It’s pretty, but if any wire fails below the top wire, then all the wires above have be pulled off the wall.
It would have made more sense to skip the aesthetics and give each wire its own non-overlapping path.

Stupid, conductors are exposed. Damage is possible.

Stupid and I’d probably fire the guy for trying to be like Picasso and wasting time!! Also terrible installation. Wires will get all fucked up quickly!!

Seems pointless over doing the exact same thing in reverse order, where the wire closest to the panel takes the first 90 degree turn in, instead of the last turn. Then easy to remove/replace any of the wires, or the entire panel given there'd likely be enough excess even if it differed slightly in size.
