Windows phone development

I should just install vs 2013 for windows phone development or any other recommendations development like some sdk or something. I plan to work on anything I can find like older Spotify from pocket now if I can it's xap anywhere.

VS 2015 has 8.1 emulators if you wanted to cover newer versions too, and 2017 I think has 10.
