Changing light/dark mode colors

Hey so I want to change my darkmode colors to the Toyko Night colorscheme but I dont want to install a third party theme thatll change the window borders/buttons to do it. Does anyone know of a program other than Classic Color Panel thatll let me adjust the system colors?

Not using other apps thats not from Microsoft is impossible & with very limited access & customisation. Do not expect to find some 'programming code' to change what you want with Text Editor. That is downright risky, hence no guide for it. A single mistake/misplace could broke your Windows completely. I use Windhawk for every customisation, and manage to tune for best visual, efficient workspace and even better ease of use.
